Minutes of Half Yearly Meeting – Monday 12th November 2012

Apologies received from Paul Hickman. All clubs in attendance.
Minutes of Half Yearly meeting held on 14/11/11 where read & accepted as a true copy with no matters arising.

The treasurer gave a financial report stating that she anticipated a year end balance in the bank of around £330. The accounts would be audited and presented at the AGM in January.

The following rule amendments where put to the members

Proposed rule amendment by Executive Committee
AMEND RULE 20 – PASSED 17-11
Increase the league boundary from 25 to 28 miles

Proposed rule amendment by Baddesley Colliery
AMEND RULE 11 TO READ – PASSED 17-9
Games to be played on a total aggregate scoring system. Points shall be awarded as follows. Two points home win, One point home draw, Three points away win, Two points away draw. In the event of teams level on points the league places will be decided by the team with the superior aggregate. Promotion & Relegation will be two relegated from Premier with the two winners of the feeder leagues replacing them. The bottom two teams in each feeder division relegated into Division Two. The top four teams in Division Two promoted to feeder leagues. Teams using the same home green will not be allowed in the same division unless it was in division two.
FORMATION OF FEEDER LEAGUES
Feeder league A line up – 9th in premier, 2nd, 4th, 6th & 8th in previous years feeder B. 3RD, 5TH & 7TH in previous years feeder A. 1ST & 3RD in previous years Division Two.
Feeder league B line up – 10th in premier, 2nd, 4th, 6th & 8th in previous years feeder A. 3RD, 5TH & 7TH in previous years feeder B. 2ND & 4TH in previous years Division Two.

AMEND RULE 11 TO READ – PASSED 19-2
Games to be played on a total aggregate scoring system. Points shall be awarded as follows. Two points home win. One point home draw, Three points away win, Two points away draw. In matches between two teams who use the same home green, both teams shall be awarded points as if they were the home team. In the event of teams level on points the league places will be decided by the team with the superior aggregate. Promotion & Relegation will be 2 up & 2 down.
AMEND RULE 14 TO READ – PASSED 22-0
Each team to register players who must be affiliated to both BCGBA & SCBA by 1st March. Anyone playing an unregistered player shall forfeit the game 0-21. Anyone joining a club after 1st March shall be eligible to play providing they are registered by 7.00pm on the Sunday prior to their first game for the team. Transfers between member clubs will be allowed during the season providing the player concerned has fulfilled their financial obligations to their first club. They will not be allowed to play against their first registered club that season. Transfers will not be allowed after 30th June. A player may only transfer once during a season.
AMEND RULE 19 TO READ – PASSED 23-1
Any club having two teams in the league must register separate squads. Where both teams are in the same division, players will only be allowed to play in their nominated squad, unless transferred as per rule 14.

AMEND RULE 11 TO READ – PASSED 16-15
Games to be played on a total aggregate scoring system. Points shall be awarded as follows. Two points home win, One point home draw, Three points away win, Two points away draw. In addition each home player that records a win will contribute one point to their team. Each away winner will secure 1.5 points. The total points for each winner will be aggregated along with the points for a home win, draw or loss.
In the event of teams level on points the league places will be decided by the team with the superior aggregate. Promotion & Relegation will be 2 up & 2 down.
AMEND RULE 4 TO READ – PROPOSAL WITHDRAWN
The Half Yearly meeting will take place in November to consider any alterations to rules. Any club wishing to propose any rule amendments must put their proposals in writing to the secretary by the 1st October. The Annual General meeting will take place in January. Prize monies for the season to be decided at the AGM. Prize Money to be distributed on a 50%, 30%, 20% ration between each of the divisions with the Premier Division receiving 50% of total prize money. Division One 30% & Division Two 20%. If the leagues are increased to four divisions then prize money distribution to be 50%, 25%, 15% & 10% ratio. Clubs not represented at any league meeting will be fined £10. No apologies accepted.

The formation of the league for 2013 was accepted as detailed in the Baddesley rule amendment to Rule 11. Discussion took place when some delegates voiced concerns that consideration should be given as to the make up of the Premier Division. The President pointed out that at the AGM all members were advised that restructuring was a possibility for the 2013 season. Following the debate it was agreed that Selly Park & Moor Lane A would be promoted to the Premier Division with Boldmere & Willenhall Nordley A relegated into the Feeder League.

Eight clubs had applied to join the league and it was voted 15-7 in favour of accepting the clubs on a ‘first come’ first served basis. The four new clubs invited to join the league where. Meole Brace, Ward End Cons, Castlefields & Highley Welfare. It was agreed the four clubs who were not successful would be retained on a reserve list in the order they applied. They were: Royal Oak, Selly Park B, New Inns Four Oaks & McKechnies.

Proposed League dates for 2013 where agreed. The league would commence on 15th April and end on 2nd September (excluding bank holidays)

The date for the AGM was pencilled in for Monday 14th Jan 2013. This to be confirmed.
